Question about NCO and debt validation

I received the following question from an email from Toni:

I received response from NCO for validation. They sent a response letter stating all collection activities would cease & then stated at the bottom of the letter that” this is an attempt to collect a debt…….”. Is this a violation?
 

Toni, you didn’t give quite enough information for me to completely answer the question. Did NCO send you validation? It there was no validation and the letter said that they were attempting to collect a debt (mini-Miranda), are they not violating the FDCPA?

If my assumptions are correct, you have a violation of FDCPA: § 1692 g(B) Collector must cease collection efforts until debt is validated.
